Yer the gap from year 9 to 11 is pretty massive, even though its only 2 years. Id jsut be like no ty and run away.
Unless she acts/looks a bit more grownup, then fair enough. But most girls in year 9 look like kids these days

As far as socially, its really not seen as something great (from what ive seen/heard of atleast). its a bit different in the scenario cos i sit next to her in tutor so if i say the wrong thing ill be hated and get bored when the other person on my table is offalso the fact of the age difference.

Well, when I was in year 11 a lot of boys in my year dated year 9's. Basically people followed the trend so you could either set her straight or follow the trend.
You have to realise 2 years isn't abig gap Tom, it only appears to be whilst you are in school.
Basically if you like her go for it, because I remember my ex, I was in year 10 he was in year 12, yeah someone called him a peado but, I liked him, so you shouldn't listen to anyone else really.
Go for what you feel is right, if you like her, then go for it, some year 9's a lot more mature than given credit for.
If you don't like her, tell her so, that way, she doesn't feel you are leading her on, and then she can get on with her life and find someone else.
Normally 2 years gap is fine - but anything out (e.g Year 8 with Year 11) is seemed as wrong. Girls normally go for older boys not in their year because they are more mature, so take it as a compliment and get in there
