Because, She's lost. She ran away from home when she was really young, And maybe she's trying to find her Mum?

But it doesn't matter what age. If she ran away she'd have gone somewhere, it's not like you get feral children in the UK. Even if she was like 16, she wouldn't be going to the school at night or whatever. Eugh, 'til I see it I'm going to be annoyed.
