- Do you have a budget to spend to get the website up?
- SSL Certificate?
- Do you have a decent usersystem?
- Can you give the customer the majority of the cash?
- Do you have a 'kitty' to fund the service - as you won't get the mobile payment money instantly

- Legally speaking, you need an SSL cert to secure the user's personal data in transition.
