Also static? If I do what you say, touch a radiator and don't wear socks will that prevent any static messing up the parts?

Radiators ground you dispersing any static charge you build up. Socks cause you to build up static for some reason I always forget.

Lastly do you have any recommendation for the parts?

Asus or Gigabyte Motherboard ~ £100-£150
GTX 560 or GTX 580
8GB of RAM
Around a £100 case, go for E-ATX case if you want an easier install process or go for ATX if you think you'll be fine (Suppliers: Coolermaster, Antec, Corsair, Thermaltake)
Around a 650W power supply with 80 plus rating, also respectable supplier (Known brand like Coolermaster, Corsair, Antec OCZ, Be quiet, Thermaltake)
Whatever hard drive, 7200RPM and SATA-III minimum
Windows 7 Home Premium OEM
Around a £20 aftermarket CPU cooler
DVD drive around £12-18
23/24" screen

I wouldn't go water cooling since it's your first build.

Do a dummy set of parts based off that, post it here and we can start getting an idea of improvements to it. Choose the parts off ebuyer.com.

Scrap that sound card, get better RAM, and generally improve that spec and you'll have a decent system.

I've never worried about static and never killed anything. You'll be fine so long as you don't purposely build up a load of static whilst building it.
