I can't say that there are many decent posts in the Runescape forum really without generalizing too much tbh. Yes there are some good posts such as when I was stuck a few months ago, I got some very decent replies off people like Kyle and MJJ about firemaking however overall there isn't actually much being discussed (lately it's just been the Squeal of Fortune and the Jad thread). I certainly don't think the achievements forum suffices as half-decent posts, most of the time.

Ye suppose, all debatable though on what you consider a contribution to a section tbh

I'd rather give a month of VIP to someone in the RS section for posting their achievements than reward someone for posting what they're listening to every hour.... or asking a load of pointless questions for that matter.

Member of the month has never been based off the 'what are you listening to' or 'what was the last thing you watched?' threads.

All the more reason to move them into Spam then.

Well if they were moved to spam then the point of the thread would be removed. I still want to see a forum where post count doesn't rise which would be specifically for threads like what are you listening to.

Or make spam have a post count. I never understood why it doesn't.

I don't know who brought up MOTM being unfair but I think it's circumstantial, it really depends on the moderators. I've seen moderators who've failed to be impartial, I've seen moderators completely neglect to take part in the voting process, I've seen (former) managers completely veto the voting results. I've also seen months where the entire moderation team has had lengthy and adequate discussions on who should be awarded MOTM awards and I've seen many awards be distributed on a valid basis. I'd say that so long as forum management make sure MOTM threads are posted with handsome time to spare before the month concludes, then makes sure all moderators participate, and so long as forum and upper management make every effort to prevent bias discussion and voting from occurring, that the current setup is working just fine.

Doing this would seriously devalue the quality of posts made on the forum. Sure, post counts would go up very fast, but then the content of posts made would be reduced down to the average post quality of Gaia Forums (if you're unaware of what this, it's a very popular but also very insignificantly intellectual internet teenage forum).
I'm not crazy, ask my toaster.
