Oh aha, seems that the wikipedia page for Habbo gets updated quite quickly;

"In April 2012, CEO Paul LaFontaine confirmed that Habbo Turkey would be opening"

It does make sense to open a Turkish hotel if there is a demand for it. It would be difficult to merge it with any other hotel due to the language barrier. Look forward to seeing what it looks like.

Yeah the Swiss did merge into the German hotel. Some hotels were created merged you could argue. Habbo Brazil is the same as Habbo Portugal for instance. And then Habbo Spain serves the rest of the Spanish speaking countries in South America too.
