    I've only skim read so apologise if these mysteries have already been cleared up and I can't remember who asked what -
    Badges don't equal rights. MODs, player support, techies, marketing managers etc all have the same "STAFF" badge but don't have the same user rights, they all have access to different tools. In the day they stopped many techies or marketing staff from having any access to ban and other user related tools. The account could have been issued a badge and hold no in-game rights or HK access, they used to do this for many reasons, more often than not it was because the account was a campaign account.
    I can't enlighten as to quite how it works these days but as far as my previous knowledge stems certified access was only required for HK not client, they also introduced access to HK for approved IP addresses only (i.e. each member of player support was required to submit their IP address to be granted access). I don't know how that worked out or if it's still used, I left just as they implemented it. Hope that solves some mystery, I always wanted to be Jessica Fletcher.

    Of course they're going to put it out there this account held no rights as they're still in the glare of the media while they're clearing up "pervert paradise", wether it actually did or not is impossible to tell unless the "hacker" used them on anyone. Hotel-wide messages were always a favourite.

    Badges hold no power anymore. Puffin had said this in the council, that after the merge, the badges do not have any additional powers or privilege attached to them. That is why our VIP badges didn't let us enter full rooms.

    Edit, not after the merge but after qe switched to Flash.
