There isn't just one person doing certain things, one person will take care of bugs while another starts up new features. Not like they'll forget about it.

Pretty sure we've already completed it, as I said earlier. The citizenship tasks are for new players.

The ability to talk freely and trade? Not exactly sure what you're expecting, but you're in for a disappointment.
