hmm well if its going to ruin their relationship ie he finishes his relationship with the current person for you, then he shouldn't be with current person anyway. however, also means he's easily 'stolen' and the same could happen to you

idc what people say i think if you like someone let them know but be tactful about it, tell them you're interested but realize they have a partner then back off. people don't belong to others so yknow take the chance, he could be with his current person because he feels he has no-one else. even though he has a partner, he doesn't belong to them and you never know could like you back then you'd miss out cause you didn't tell them but idk I say you should

WAIT U ONLY STARTED TO TALK TO HIM A FEW DAYS AGO? DON'T TELL HIM UNLESS U WANT TO CREEP HIM OUT AND MAKE HIM RUN FOR GOOD.

No you shouldn't. Find another person or wait til he's available.

That's a pretty difficult question tbh.
I mean, he might like you..and so if you think he does, then go for it.
But you have to remember, that maybe he's just being friendly..and you telling him you like him may ruin that friendship because he may feel he can't be friendly anymore towards you..
If I was in that situation, I think I would wait until he was out of a relationship!

If it's a few days, I'd advise you to wait a while (weeks > months) to see whether you are going to 'fall in love' with this guy or just find the feelings disappear after a few weeks.

I agree with most of the comments here. Wait a while, feeling can come and go very quickly. Plus, if he's in a relationship then chances are he likes his partner... kinda the idea ennit. So it's unlikely he'll just throw everything away and ride off into the sun set. soz.
