No its a train simulator. But people and companies develop addons for it.

Not a great add on community if a single plane costs you more than the game itself.

Until you realise the amount of hours that product has been given and how realistic it is and is officially licensed by the aircraft manufacturer then you realise it is worth every penny. But the majority of the add-ons for Railworks that are considered "decent" also come to the price and will rank more than the actual game price itself.

FSX has a bigger and better addons community for sure and it is a hell of a lot easier to manage and deal with such addons. If you disagree with that then you must be crazy... Railworks is decent but I wish they didn't scam the user base in a way.
