Basically free then If it doesn't require activation then it's as good as free. It seems the wording suggests you could just chuck any odd number in the serial number section and it would accept it.

You cant I tested that, it gives you a serial number when you download it though

Yep tested it out, downloaded Adobe Audition and works fine, just need to get used to it now

This. Adobe have a habit of turning a blind eye on learners and amateurs using their software for free as it means they might pay for the software down the line if they then work for a business. Adobe don't officially endorse it to prevent small businesses from avoiding paying their costs.
