Just seen the video of it, he apologised to the people that he had to see it. Went on about people have to see it happen in their lands. Looks like it was planned and they were targeting the person specifically.

Definitely planned, but I'm not sure if they were targetting the person specifically, sounds to me that any generic soldier would have done... I'll post a link to the video in a spoiler if anyone wants to see it.
