If THAT is the justification of this, it's been twisted to suit your own purpose. The only way fansites could agree to that is to provide a full disclosure of income to the fansite and how the profits cover the costs of the site, and is not used for profit. But I'm sure Sulake haven't even thought of that!Put it this way, this problem wouldn't be happening if the fansite owners just followed the fansite way. So stop trying to defend the point and just follow the rules like you would any other place.

However, pursuant to the term of this Policy, Habbo grants all of its Fan Sites the revocable permission to create Fan Sites based on Habbo IP.
