it would be good for making events or games. im in two minds, i like the idea but it will probably mean furni goes down in value. would people be allowed to use this feature to make rooms for room comps?

What do you mean by fake, like one of those illegal retro ones? A sandbox is a testing environment where they can test code/features/UI before putting it live on the hotels the public log onto. So they would be talking about the sandbox Sulake and other developers use most likely.
