Chromebook Information/ Evernote

Does anyone own a Chromebook or is familiar with them?

I am under the impression to do things on it you must be connected to the internet.

Can you download applications on them? My primary uni application is Evernote which I use offline and sync when needed but I don't know if I could get this program on a Chromebook and if I were to use the web version of it I would require an internet connection.

Does anyone know if there is a way to use Evernote offline on a Chromebook? (Example when travelling)
