It seems vBulletin didn't make the FAQ work on their mobile skin which is where the forum rules are located.

Make a custom vBulletin page (Or known also known as a vBulletin powered page) and you can do it several ways;

lazy way 1
iframe your page

lazy way 2
ajax pull your page (im sure thats the right slang)?

normal way
add your content and away you go

will work on mobiles afaik.

He never said he wasn't going to do it, he was just unaware how to do it or if he had access to it in the first place. It's more of an issue being confused rather than him telling a lie to everyone.
