I agree with the above that you are over thinking it.
It's a way of selling itself, and while a lot of them may not be the best, it may be the best to the community there.
It's more of an opinion than a full-blown factual statement.

It's like radio stations when you listen to them in the car or whatever. they all say "Toronto's number one hit station blah blah blah" or something like that

You're overthinking this so much lol. It doesn't just happen online you know, every week it's "Asda has been the best value supermarket since X therefore we are the better choice" or " Nationwide Building Society is fully committed to growing and strengthening communities through various volunteering opportunities, therefore we should be considered the best choice" (no bias from me :whistle: ).
It just encourages rivalry I guess and is a better form of advertisement.

I agree with Hayden. No one is going to put they're the 2nd best on the net otherwise who would want to go to it? They want the best and only the best for their community and their appearance. It's purely to get out-do competition that is already on the internet (the other 6-7 official fansites).

Anything gives them the right to claim it especially if they're an official fansite, as they've been given recognition by Habbo staff therefore they can claim whatever they want.
