I would actually extend the ban to those countries aswell, for example I think it is high time we confronted the Wahabbist sect within Saudi Arabia once and for all. However, the clear difference between those countries and the others is that they're functioning states we can do business with and the others are failed or outright hostile states. Saudi Arabia isn't Yemen.
