I'm guessing you meant you don't have a runescape account because "not a member" means you're not paying for extra features to us.

You can't get URL's off runescape as it has URL masking, uses javascript to keep the URL as runescape.com.

if what micky says it right, then no i dont think there is a way for you to contact them without an account because they send emails to people so that you can be certain its not a scam so they use the account message box.
just create an account and then you should be able to ask them the questions you want to
