simple
just add -10 rep for a warning and
- 25 rep for an infraction

Although in theory it would prevent certain users who hold their reputation like some sort of comfort blanket from breaking rules, its isnt likely to be possible from a staff point of view. Only Administrators and Site Management have access to AdminCP and hence have access to edit reputation, considering the number of infractions/warnings issued daily, removing rep at the same time would slow thing down considerably and increase workload by a significant amount.
The only way this would be possible is if the system was entirely automated and, unless the feature is already built in to vB Forums (which as far as I can tell it isnt), Habbox Forum doesn't install hacks/scripts because of the holes it leaves in the coding which may cause a security risk.
