Jagex have deleted locked accounts in the past. I had mine locked when I had a keylogger from MSN yonks and yonks ago, but they screwed it up and then somehow it was deleted. I have no idea how, shame, as my fiction was on their website under that particular account name. I didn't bother to get it back because I had a level 94, 117 and another one of the same level as that pretty much.
