I didn't think they deleted accounts. How do you know its been deleted? Are you sure you're not just typing your details in wrong or something?

its not coming up with my ranks and when i try to do recoverys it says that when i go to put in the code to see how its going it says unkwown

Locked account still appear on highscores. Jagex also very don't delete accounts so therefore, you have forgotten your username.
