I guess you arent familiar with Endeavour? It brings your opponents HP down to the same HP as yours. Rattata used Focus Stash to not be killed when it was hit so it had 1HP then it used Endeavour so Empoleon was 1hp and quick attack the next more to kill it.

when empoleon used brine against ratata, it only gave it 11 damage... it would have knocked it out no doubt...

the focus sash item makes sure the pokemon stays alive with 1hp if its going to die
