If he wants to do better, then you are at least offering him help. It's then up to him, just give him time.

Well if you are both the same age and stuff I guess you are doing English too?
If so, why not suggest to him you both maybe get together and have some study sessions together or something... Don't make it out as though it's all for his benefit, maybe say you prefer studying with other people and then you could try and help him through that?
Maybe if you do, do that and offer him a bit of co-operative learning it will help him.
That way it kinda looks as though he is actually doing you the favour, but at the same time lets you have the opportunity to try and help him out a bit.
I must say though, you are obviously a really good mate and he is lucky to have you. (Y)

I am suprised the school has not seen this for themself and provided him some help :S I think you need to talk to him first about the coursework rather than planning your next step on getting him a tutor and all. For all you know he may already be getting help.
If I was to be honest, don't make it obvious to him that it sucks. It would be really embarrasing for him. Instead, get him to show a teacher. If you deal with it yourself, it will probably be too much for you to handle. Say if he's dyslexic then the teachers would know from this work. If nothing happens, maybe even say something to your own teacher at your school and they could point a direction for him.
