Buffed Scarlet Drop Rate!?

I got it twice in the two times that I have done sm so maybe the drop rate has increased?

I have done 5 runs of the SM Amroury, first time no drop. Second time the person I was boosting needed it (even though I said I'd boost him for free if I get the tabard, ***** :@), third and fourth nothing then I did it again last night and it dropped. 40% for me then.
