No it hasn't cos in the other thread 'MEET THE HOBBAS' there are screenshots of Hobbas in the Theatredrome with their badges on, and the ignore button isn't there.

Since the realese of the "Ignore" feature, you were only able to Ignore Hobba's who had their badge turned off. This is the same for both public and guest rooms.
