Around every 2/3 years or basically when my laptop/computer messes up!
Run em till they die. Our old desktop lasted 4 years, we got a new one, repaired the old one, and I had it (gee, thanks, Socket A Sempron at 1.66ghz).
Laptops typically last about 3 years before I end up frying the motherboards.
I have no idea how long my homebuilt rig will last. 4 months and counting so far.

Varies, it's a waste of money to religiously change a computer for no reason. Upgrades deal with problems like speed and reliability, while buying a new PC is buying a really expensive case with crap inside itCrap which you already have
I seem to buy a new PC whenever the CPU is old and slow, or when lots of things need changing and it's too much effort to buy new parts.
