In my opinion, whenever they are ready.
If both of them are adults, over the age of 18 then it shouldn't be a problem. In my native country, England, you can legally get married at 16, but I always think it should be put off until both are adults.
But with that in mind, everyone is different and you may feel ready to get married at 18, and the next person might not be ready until they are 30. Personal choice is the key. If you are in love and you have a steady life to which you can control, then go for it.
I am 22 but I am nowhere near ready for marriage at this point. When I find the person that is right for me I will marry them. Even if I was 18, and I found the love of my life - I would marry her.
