Here's a little advice that comes from previous personal experiences with rippers...
Now I didn't bother to read the whole thread but basically all you need to do is find their host, and write them a nice little email telling them what kind of license this breaches... now also remember that unless you distributed the panel under some sort of license terms that requires the copyright then you're kinda out of luck - it must be clearly stated in your terms when they download it or w/e that the copyright must stay in place - or it must atleast be clear that it is distributed under a creative commons that requires copyright to stay intact.
Just give the host a link to the offending site, proof that its really yours, a link/text from the actual license, and if the host doesn't comply then you can always try "the hosts host" - in other words do a whois type thing (I think its called a traceroute) on the hosts ip/domain and then contact their datacentre and they are usually pretty good about shutting down offenders quickly.
