If you have a perm ban on habbo it's normally around 5-6 years.

Perm = perminant unless you appeal your ban you wont get it back.

I remember a friend who got perm banned
And they got unbanned after a while

'Perm' is short for permanent, therefore unless you provide sufficient, clear evidence that you were innocent of the offence you were banned for, then your ban will never be lifted.

Permanent bans (if you check with the Help Tool) actually run until 2017 or something like that, but it's unlikely Habbo will ever be around then, and if it is you probably won't be still going on it -- Therefore a permanent ban MEANS permanent, even though there is a date on when it will be lifted.
