Level 1 - Open hatches
Level 2 - Kick People
Level 3 - Move Furni
Level 4 - All Above

OoOOoo, I'm thinking:
Lvl 1: Open gates
Lvl 2: Open gates and kick people
Lvl 3: Open gates, kick people and move furniture around
Lvl 4: Open gates, kick people, move furniture around and the ability to give Lvl 1 and 2 rights to others.
I'm bored =D.
