Right these following reasons will cause taht message to come up

Full hotel
The hotel has reached its limit, and you can't get in. Keep trying and you'll eventually get in.

Maintenance
The hotel has taken a break, but no message has appeared yet.

Shockwave
I highly doubt it's this, but it could be your shockwave..

Conclusion
Check you've got the latest shockwave, Buy HC maybe..you get priority -- this means in the hotel's full, you skip the queue.
