If I've downloaded a file which I think has a harmful file in, say if it did, would that only be unleashed on my system if I actually opened the file?

I think so, if you think you have got a file that's infected then delete it and run a scan asap

Run like a Spy Sweet or a Scan (Same thing) Before Opening the File.

If you have a good virus scanner, you can right click the file and scan it, but i would check before opening ;->
Occasionally visit and have a nose.
