IPB 1.2 WAS free, but it is not really legal to get a 1.2 license from someone else. Although, I'm pretty sure that you won't get in trouble if you do it, seeing as 1.2-1.3 are long outdated.

I think phpBB is the best free board, only because it is the most widely used. You will get the most support, mods, and skins for it. That makes it easier to customize to make your own.

The only good FREE forum software is phpBB. I haven't found anything else that has their code laid out so neatly. But, vBulliten is very popular and it's phpBB's competition.

MyBB is also quite good, I have used it before, although it is fairly lacking on the addon front. PHPBB seems to be a good choice though from the few times I have used it, especially with the newer versions.

As said above, IPB 1.2 is good, but as said it is outdated, and not as good as the others in my mind.
