Well i am gonna attempt to make a radio station throught a mates reseller if he still will let me but i need a shoutcast for free or maybe a couple of hcs...

You could just download Shoutcast server, then run it off your own computer. Its so cheap, Its free! Saying that, the listeners depend on your computers RAM and internet connection.
Just an idea.
