Animation or Alteration?

The easiest way to explain this thread is to start off with an example..
If I wanted to make a waterfountain furni alteration, but I animated it (2 frames) to make the water move.. would it be an animation or a furniture alt?
As I think that people would want to see it in the furniture alterations section, more than the animations section is there any way you can make like a new rule where 3 frame animations dont go in the animations section??
