Java is free but extremly hard to make games on (Worth getting few books)

Or flash mx is probaly easier but costs a hell of a lot if you want to be legal

It's good because you can go to www.flashkit.com and get free kits and you can edit the games which can start you off

it depends on what kind of game you want to make, a flash movie type thing or something which requires real programming.
