From Seers, head east of the bank by like a few paces, then follow the path north. When you come to a Mansion, ignore it and head west. Follow the path until you come to greyish lands. Then just head north up to the beach.

That's Waterbirth Island, and no, you don't have to finished Fremmy Trails to get there.
