No more 'pointless' rep?

Baving issued an announcement about pointless rep

..But if you leave a comment like: 'Your posts are inspiring' does that still count as the rep being pointless.

Unless you have a valid reason why, the rep should be fair?
as the rules state:

C12. Do NOT give pointless reputation - There are many reasons to give good reputation points. The post may have helped you, had been well written or be a very good reply. Giving rep points to others just because its a friend or negative reputation points just because you don't like somebody will not be tolerated. Giving bad reputation points when not called for or without a reason is also not tolerated. Anybody caught doing this may get a big reduction to their rep points or worse!

However it does not state that making a thread for people that DESERVE the rep is against rules? unless it has a valid reason?

Therefore, i would like you to take this into consideration, ban me for making this thread if you must, i'm just voicing my opinion to you all.

what he means by pointless rep is the Rep threads with people saying "I need to spread so heres rep" and stuff - That is pointless, however, giving rep for a valid reason is not. Its not that hard to understand.
