well, that is a jmod, which is rare enough to see as it is. But what is impressive is the fast that he is lvl 1, since everyone starts the game at lvl 3.

it is a jmod, as in Jagex Mod, as in he works for jagex. Jmods can't trade or att, and they can do special things, such as walk on water, and change their stats at random. Because of the latter, jmods do not appear on the high scores. This picture was not tampered with in any way.
