Wordpress Blog Comments & Header Problem

Ok, my website Bonxa-Designs is in need of a new version. Ive coded the template and now I need to code it into Wordpress. I got the comments working however when I click the comments, the section header ends up halfway down the page. Take a look.

http://www.bonxa.com/blog - and click the comments link at the bottom of the post. Then look at the bit that says 'The Bonxa Blog starring Chris Gilmore'. IT's halfway down the page.

Is this an Internet Explorer Bug or is it my stylesheet width/height codes.

It also happens when u haven't got a minimized screen.
