Well if the banner is a background image ad in to the style background-position:center;

if its an image, ether use center tags
<center> banner here </center>

or Divs
<div style="text-align:center;"> Banner Here </a>

or put this css directy in to the image code.

style="margin:auto;"

Just put the center tags ether side of the image your useing as a banner..
