Yes, except it takes alot of work to start up your own server and stuff
You can only get them from other website now, try www.moparisthebest.com

Ok well I've received loads, and I mean LOADS of experience with private servers leaving real runescape. I've managed to get 100k each p hat about 100 each barrow sets with some of the good ones. I have high levels - easy exp.
Kill 1 smoke devil already like level 40 atk. o.o' Altough a good thing is the levelsyou can go up too level 200 or so in a skill. You need to download moparscape v3 [suggested] and hamachi making it much easier to connect. Then once you get those, start up hamachi and join existing network. Put in the info people supplie on morparisthebest.com/smf in private server advertisement section and put that in hamachi. Click Join and open up Moparscape. a pop-up will open - keep it open or whole thing will close. After you would like to open the drop menu called file [I think I'm not at home..] and first click thing and put in the IP supplied.
Once thats all entered, supplie any username and password. Make shure its not like you're real rs name and password, you can possibly get hacked.
Once you're on enjoy, spawn you're stuff, gain high levels.
Most commands on games;
::wildtrain - trains on monsters in wild - can't be pked.
::hightrain - train on high level monsters - not in wild
::teletobarrows - brings you to barrows.
::underground - acts as a spade to dig and go under.
::aboveground - makes you go above ground...
::fish - teles you to varrock fountain
::allrunes/::runesplease/::runes - spawns runes.
More commands available ask around for more info on the site supplied - enjoy ;]
