Thinking about making a online RPG

Recently, ive been thinking about making a RPG with someone.
It would be based around gangs in los angeles like GangsterNation but different.
Got one problem though, i have no idea how to make these, i can code sites and stuff, making images is easy, its just that one thing thats holding me back.

Basically, i need somebody to help me set one up, maybe ill buy hosting and a domain once we have everything set up and ready to go.

So, 2 questions.

Who would use this?
Who would help me?

Gangster whatever the hell it is is properly coded by professional 23 year olds who have had a full education and gone onto university and probably earned around £10k for doing gangsterw.e.

Why would it be sucessful?

Ill give you an example. Sulake made Habbo and CokeMusic or whatever right? They are professionals. How many wanna-be's have there been, and how many have actually been sucessful? Loads of wanna-bes, but tahts all they are.
