Move all files in /forum to public_html, make sure they all go there, then delete /forum.

Don't forget to edit the configuration so the URLS doesn't go to /forum.
All sites sold at the moment.

    As people have said:
Easiest way is to just make the domain goto /forum,
Then when they goto www.domain.com it opens in the forum directory.

Or as others said you could copy + paste all the files from
forum into public_html or whatever your hosting has, but this can
    take time ;D
