Chrisbes is correct it is a perminant warning for breaking habbox forum rules, if you get too many you will get banned.

Forum mods can see it, im a mod on habboxcanada and they have them there.
Its next to your rep scales, and mods can select for what you've broken. It replaces user notes i think thats what its called :p
It is then viewable under your profile.
