Default Why have I got this error?

I moved my website from my previous host to one of my own, and I'm now being faced with some weird error which is appearing on all of my pages. I even replaced index.php with "Hi" and it still has the following error:

Warning: Unknown(): open_basedir restriction in effect. File(/home/habbocen/public_html/index.php) is not within the allowed path(s): (/home/tom169/:/usr/lib/php:/usr/local/lib/php:/tmp) in Unknown on line 0

Warning: Unknown(/home/habbocen/public_html/index.php): failed to open stream: Operation not permitted in Unknown on line 0

Warning: Unknown(): open_basedir restriction in effect. File(/home/habbocen/public_html/index.php) is not within the allowed path(s): (/home/tom169/:/usr/lib/php:/usr/local/lib/php:/tmp) in Unknown on line 0

Warning: Unknown(/home/habbocen/public_html/index.php): failed to open stream: Operation not permitted in Unknown on line 0

Warning: (null)() [function.include]: Failed opening '/home/habbocen/public_html/index.php' for inclusion (include_path='.:/usr/lib/php:/usr/local/lib/php') in Unknown on line 0

Does anybody know why I am receiving this error and how can I solve it?

I just downloaded the home directory backup from the backup page and uploaded it inside my new host's backup.
