    Can anybody make a VIP Page on my vBulletin for me?
    Or tell me HOW.

    you need a mod or a hack, not sure what one(s).

    You just need to use the prefix "page_" on the name of a template to create a new vBulletin page, full with navigation bar and footer.

    You will need some HTML skills though to create your page, as this mod won't add a box for you to put your content into. You will need to create your own box by using <table> or another HTML tag.
