You buy it from a guy on the second floor of the wizards tower. You need to cut hollow trees in order to get bark. These are in the swamp area east of canifs.

to get the ark you must have completed the priest in peril quest once you have go through the oortal and head to canfis once your there go further north-east untill you reach frankensteins mansion once there go south into the forest and you will see hollow trees cut them to get the bark you need wc 55 i think
