Make it on photoshop or paint or something.
Stick your psp in usb mode, attach to pc.
Upload the picture you made on photoshop/paint/whatever.
Unplug the usb.
Go to your photos on your PSP, press display.
Press set as wallpaper.

to where I upload it, thats kinda a problem, I know I'm annoying Tommo ;}

Not annoying, just new to it

When you've plugged your psp&usb you put the picture in either E:/PHOTO or E:/PSP/PHOTO
(E being the removable disc drive, might be different on your pc).
